Florida Lawmakers Debating Options That Would Expand State’s Gambling

Florida lawmakers are now looking at ways that they can expand the state’s gambling venues to bring in some needed revenue. They are hoping that they can find ways to lure residents of neighboring states such as Alabama and Georgia to come and wager in Florida. They are considering ways to bring gambling to some of the already well-known spots inside of Florida such as Daytona Beach and Palm Beach.

The idea of expanding its gambling locations is getting support from a variety of lawmakers and others. In exchange for these new locations, gaming promoters and willing to help close some of the loopholes that the state has seen an increase in during the last several years.

To get it started, hearings are being scheduled by the Florida Senate Gaming Committee. These will take place in Pensacola, Jacksonville, Lakeland and in Coconut Creek. They will listen to the public, and from there, lawmakers may attempt rewrite of the Florida gambling laws.

Already the state’s Legislative leaders have agreed and signed a $400,000 contract. This contract is with Spectrum Gaming Group of New Jersey. It will assess any economic impact that bringing in new locations will have on existing gambling locations. The report will also offer a variety of regulatory options that lawmakers may want to use when they draft the plan. There are ten options being looked at by Spectrum, but just only one will not expand Florida gambling. Some of the other options include allowing two destination resorts to be placed in South Florida and options that limit expansion in certain parts of the state.

It should be noted that in 2015, the state’s provisions and agreements with the Seminole Tribe of Florida will end. This will require that the state renew its current compact or that the state set up new rules that would allow the tribe to continue to operate table games exclusively. This is in exchange for providing a portion of its revenue to the state.

It appears that many of the state’s lawmakers are now ready to look at new ideas. This was not always the case. Many believe that as more citizens of the state come to accept casino gaming as a good thing, newer changes to the law will be easier to get through the legislature. And that the time for making these changes in now.

Many of those who support the expansion say they are tired of seeing Florida residents go into neighboring states to play, taking that revenue with them as they go. They want to see that money stay in the state, which only makes sense.

However, not all lawmakers support the new ideas. The Senate President Don Gaetz as well as the House Speaker Will Weatherford are not supporting the new expanded gambling options. Other lawmakers are not sure if they will support or not, but the general consensus is if new bills are brought to the floor for a vote that expand gambling, those bills will pass. No word from the governor’s office on this.

Gambling Revenues in Maryland Soaring

The state of Maryland made a bet that casino gambling would pay off for them. It seems as if they were right, even though their lottery sales are down.

For the first time in some 16 years, traditional lottery revenues for Maryland have fallen by nearly 2 percent. These results were released by the state’s Lottery and Gaming Control Agency. During the same period of time, casino revenues for Maryland have more than tripled. This is new record level for the state.

According to the state records, Maryland had a net gain of about $830 million in gambling taxes. This represents an increase of 27 percent over the previous fiscal year. The state lottery added about $545 million to the state’s general fund; the state casinos were able to add $284 million to the Maryland Education Trust Fund.

What may surprise some people is that over three-quarters of the total casino tax revenue that came in came from Maryland Live, which is located at Arundel Mills mall. The casino opened in June 2012.

Director of the Lottery and Gaming Control Agency, Stephen L. Martino, is reported to have hired a research firm to prove the hypothesis “that when you open the third-largest [commercial] casino in the United States squarely between your two most heavily populated metropolitan areas, there’s going to be some movement in discretionary gaming dollars from the lottery to the casino.”

According to Martino, lottery retailers around the vicinity of Maryland Live started to report losses keno sales and instant-ticket sales almost immediately after the casino went live. Before the casino had opened, lottery sales and revenues in the area had steadily increased for each fiscal year since 1996. Martino is said to have warned officials that the lottery and its 15-year growth streak was going to falter once casino revenues started playing in the mix.

Martino said recently, “Taken as a whole, what we operate and what we regulate, we are pleased with the way the fiscal year ended. The fact there was a lottery decline is not anything we are happy about. This is just a new normal, and we are going to see decreases and there is really not much we can do.”

It has been reported in the past that Maryland is aggressively planning to expand casino gambling, will be adding 24-hour operations, will also be adding live-action table games, and it looking at more properties. To date, a fifth casino is expected to open in Baltimore next year. Another casino is planned for Prince George’s County, opening expected to be in 2016. In addition to all of this, Maryland Live will be continuing with its own site expansion, which will include a 52-table poker room.

Right now, the casino already has 4300 slot machines and 180 table games. During July, Maryland Live is reported to have collected in gross gambling revenue more than $52 million. This is an increase of 48 percent year to date. As one can see, the outlook for Maryland gaming seems to be very bright indeed.

Casino Proposal Top Of NY Ballot

New York Governor Andrew Cuomo has moved forward with prioritizing the placement of the state’s new gambling proposal scheduled for the November ballot. He, and others, believe that placing the proposal on the top of the upcoming ballot will help to get it passed.

In November, NY voters will vote on whether or not to approve a new state constitutional amendment. If passed, this amendment will allow four Vegas-style casinos to be created in upstate New York, one of which is believed to be located at the Saratoga Casino and Raceway.

Generally, new propositions are positioned on the ballot in sequence as they were approved by the state’s legislature. This time, however, six measures are to be placed on the November ballot at the top. It has been remarked that several casino proponents, as well as Governor Cuomo, want these gaming propositions listed first so that people who are voting will see them.

According to state Sen. John Bonacic, R-Mt. Hope, chair of the Senate Racing, Wagering and Gaming Committee, “When it (the ballot) comes out, it will be No. 1.” He went on to say that there will be marketing campaign that urges state residents to “Vote No. 1.”

It should be noted that he represents the Catskills area, which may get two full-scale casinos if the propositions are passed.

Also, in addition to the above, there are plans calling for voting booth attendants to speak to voters and remind them about the propositions just before they will cast their ballots. The new propositions are to be listed on the back of the paper ballots which voters fill out. It is a known fact that voters often forget to fill out both sides of the ballot. Officials who are running for public office will be posted on the front side of the ballot.

Gambling proponents are also concerned of light voter turnout because there are no big statewide races coming up this November. These ballot plans are not the only things that the state is doing as they try to get these casino proposals approved by voters.

One reason for this effort is that neighboring states who also have casinos will try their best to lobby against the new measures. Any new casinos in New York will, of course, have an impact on their businesses. Casinos in both New Jersey and Connecticut have already seen downturns financially. The amount of money that is expected to be used to lobby against the new proposals will be large, experts suggest.

Should the new proposals fail to be approved by voters, the state may still install video gaming machines at state non-racetrack locations. Also, if the proposals are defeated, they will not be brought up again, at least not in the near future. It is not clear at this time how or when those who may be opposed to the new proposals will being their lobbying efforts, but those efforts are expected to begin soon, and expected to be most aggressive in those areas that are closer to state borders who have competing casinos.

Gambling Not the Biggest Atlantic City Draw

In the past, Atlantic City, NJ was known for its gambling venues and that alone brought in a great deal of revenue. Now, however, as more casinos are going up in various states, people are not visiting Atlantic City primarily to gamble anymore.

A recent study suggests that many of those who come to Atlantic City now are doing so more for the beaches and other amenities that they are for gambling. This is a huge change from when the city was known as the second-largest gambling destination, only Las Vegas. It can be said that in earlier days, visitors to Atlantic City did not care much for the beaches or other venues. They were in the city to gamble, and gamble is what they did.

The change began when neighboring states such as Maine, Delaware, New York, Maryland and Massachusetts began to authorize their own casinos. This began only a few years ago, but has already made a big impact on AC casinos. In fact, Pennsylvania has now surpassed New Jersey as being the second-largest gambling state.

The study was conducted over the phone and included some 700 respondents. More than 38 percent of those responding reported that vacations were their main reason for going to Atlantic City. The study reported that only about 27 percent said that gaming and gambling were the reasons for going to Atlantic City. It was also reported in the study that the number of people who are visiting AC now who have children less than 18 has doubled. Two years ago, the number came in at about 9 percent. Now, the number is at about 18 percent. This increase is suggested to be because of the increase of family-friendly venues that are now in AC that were not there in years past.

The current Atlantic City gaming officials are not going down without a fight however. They, along with many New Jersey lawmakers, are working on a variety of new ways that will bring gamblers back. They still believe that AC is a premier casino location and have high hopes that they can pull this off.

A few months ago, NJ passed some laws that allow Atlantic City casinos the right to expand and to operate online casinos as well as offer sports books on their AC resorts. It has been reported that the online casinos may be operational and running by the end of this year. The sports betting initiative will need to go through some hurdles at the Federal level before it can become a part of this revitalization idea.

With any luck, AC will be able to bring back at least some of its most loyal visitors. The casinos and resorts that are now occupying space there depend on this revenue for their very existence. The full impact that other states opening their own casinos will have on AC will not be felt for a few more years. One thing is certain as more states see the value of having their own in-state facilities, the number of new casinos is certainly going to increase.
